They may not be in multiplayer/skirmish but you will come up against and can build tesla tanks in the singleplayer campaign. I do not want to spoil anything but when you see them, if you capture a war factory of the person they belong to you too can build them. They are very much like tesla troopers, only they seem to be a bit more powerful and have more armour. They also have the same secondary ability as the trooper, which disables nearby vehicles.
I think we will be seeing this unit fully available in an expansion pack at some point.

It does look like a hammer tank because it uses the same chassis but I can assure you they are in the game. in those warfactories the tesla tank replaces the hammer.

Maybe is a bit late but i know the only way to get it in0 skirmish…
First you need the red alert 3 worldbuilder. create a map or download one ( I recomend download one because the editor is really hard to use). If you downloaded one edit it and search in the objects library in: soviets/campaing units there is something called warfactory_04. then put that in the map and save it.
Play the map and capture with an engineer the war factory you created with the worldbuilder.
And now you can build tesla tanks in that factory

thanks you very much hellassassin. i put the warfactory with the editor, was a bit complex because you forget that in the objects library where various options but not soviets. But i looked in “native type” and i found it.
